About the company:

The leading online classifieds platform with 5+ million monthly active users and 2+ million active listings, ranking as the one of the country's top-10 visited websites. The platform is entering a new phase of transformation backed by new strategic investors. The company's mission is to build the region's first digital ecosystem combining classifieds and fintech services.

The HR Director is a newly created, strategic leadership role reporting directly to the CEO. You will build the HR function from the ground up while the company scales rapidly, integrates new business lines, and relaunches its product.

The position is based at the company's office in Tashkent.

Your Mission & Impact:

  • Build the HR System from Scratch: you won't inherit processes — you will design them. Recruitment, onboarding, performance, learning, and C&B — the architecture is yours.
  • Become the Hiring Engine: the company is scaling its team fast. Build a recruiting machine capable of closing both volume hires and senior roles (with focus on IT) quickly, without lowering the talent bar.
  • Unite and Retain People Through Change: integration local team with expat culture, new structure, new leaders. Culture and internal communications are your working tools, not a line in a JD.
  • Bring Data into HR: HR analytics, transparent hiring metrics, retention, and eNPS — decisions driven by numbers.
  • Automate the Routine: ATS, HRIS, HR admin built so the function scales without linear headcount growth in HR.
  • Partner with the CEO and Business Leaders: org design, team structure, and tough people decisions — you sit at the table where they are made.

What Success Looks Like (12–18m Outcomes):

  • Hiring: key senior roles closed on time; a predictable hiring pipeline with measurable time-to-hire and quality of hire, supporting the company's rapid growth.
  • Processes: recruitment, onboarding, performance, and learning operate as a system — documented, AI-first automated, and not dependent on any single person.
  • Culture: key talent retained through the integration period; teams across business lines operate as one company, key engagement metrics introduced and 1st measurement has been made.
  • C&B: a transparent grading and compensation system in place — competitive in the Tashkent market and clear to employees.
  • HR Analytics: a dashboard of key HR metrics for the CEO and business leaders; people decisions made on data.
  • HR Admin: HR administration fully compliant with Uzbekistan labor law and audit-ready at any moment.

Требования

What we're looking for:

  • Depth of Experience: 3+ years in HRD / Head of HR / senior HRBP roles with a track record of scaling teams through rapid growth. IT / digital industry experience is a strong advantage.
  • Builder, Not Administrator: proven cases of building and automating an HR function or its core blocks from scratch; willingness to be hands-on at the start. AI-first approach is a huge advantage.
  • Local Market Expert: excellent knowledge of Uzbekistan labor law and deep understanding of the Tashkent talent market.
  • Change Experience: worked in companies through M&A, integration, or hypergrowth — you know how to keep people when everything is changing.
  • Autonomy: high degree of independence; able to work directly with the CEO and C-level without micromanagement from above.
  • Languages: native fluent Russian and Uzbek; English (mostly written communications in English with partners / shareholders).
